Pulse Line Collaborative Training (PLCT) provides disability awareness training, including tools and best practices, for law enforcement personnel and other first responders to help identify and communicate with individuals with disabilities and/or mental health disorders. This training was developed and is taught by current and former law enforcement officers who understand and have experienced the realities of what officers and first responders face each day.
The goal is to create safer and more positive interactions for both first responders and people with disabilities to reduce unwarranted use-of-force incidences and aid in job retention for first responders.
For individuals with disabilities and/or mental health disorders and their loved ones, PLCT offers community outreach sessions and links to helpful resources.
The outreach sessions will provide tools to aid in communicating essential information to dispatchers and first responders when they need emergency help or are in contact with first responders. The links are to resources that individuals may find helpful in non-emergency situations to use instead of contacting law enforcement.
For 30 years, law enforcement officers have been taught to “Ask–Tell–Make,” and when met with non-compliance to verbal commands, were taught that next step is soft hands-on techniques. Training programs have failed to provide adequate instruction and tools to guide the response to an individual who is not actively aggressive or combative but passively fails to respond to verbal commands.
IWD training from PLCT teaches officers to recognize that perceived non-compliance may actually be the result of a disability, such as deafness, autism, or Alzheimer’s. The program provides tools to help communicate with people in those cases without having to resort to force.
Unlike most disability awareness training that is developed and presented by advocacy groups or disability experts, IWD training from PLCT truly represents both sides of the issue. It was developed by a 20-year law enforcement veteran who has children with disabilities and extensive experience working with and advocating for people who have disabilities.
PLCT team members can offer expert support to help your agency or company. We can assist with incident reviews and debriefings, policy creation and revision, ADA compliance, and in many other areas. We can also help ensure you are providing optimal services for employees and citizens with disabilities and diverse backgrounds.
This type of disability recognition is the exact training police officers need when it comes to de-escalation and communication skills. It is imperative we equip our officers with tools to address the wide spectrum of disabilities. The feedback forms from the Greeley officers validate the need to expand this training to other police departments.
